With a USB-C protocol controller inside in this 65W charger, it can communicate with connected laptop, smart phone, or any other USB-C enabled devices for their charging specifications (handshake), and then sets its output charging voltage to the specification. If handshake failed, this USB-C charger will not give an output voltage.
